With the Canadian Senate a largely ignored and mostly powerless institution, it’s the House that truly dominates parliamentary government in Canada. During the War of 1812, American troops set fire to the buildings of the Legislative Assembly of Upper Canada in York (now Toronto). The governor still held significant personal influence over Canadian affairs until 1848, when responsible government was implemented in Canada. Like the Senate, the House of Commons meets on Parliament Hill in Ottawa. The Commons Chamber is modestly decorated in green, in contrast with the more lavishly furnished red Senate Chamber. The arrangement is similar to the design of the Chamber of the British House of Commons.[27] The seats are evenly divided between both sides of the Chamber, three sword-lengths apart (about three metres).[28] The speaker's chair (which can be adjusted for height) is at the north end of the Chamber. The House’s constitutional function is to maintain a government for a reasonable time. To defeat one government after another in rapid succession would be anarchistic, a point which becomes highly relevant when no party wins a majority, as happened in six of the nine elections between 1957 and 1979, and again in the successive elections of 2004 and 2006. The political function of the House is to foster government acceptable to the people, and it has the power to insist that ministers account for their conduct and their bills and policies. The House of Commons also has several standing committees, each of which has responsibility for a particular area of government (for example, finance or transport). These committees oversee the relevant government departments, may hold hearings and collect evidence on governmental operations and review departmental spending plans. Standing committees consist of between sixteen and eighteen members each, and elect their chairs.

The federal government consists of the monarch (represented by the governor general)-in-council, which is a collection of ministers of the Crown appointed by the governor general to direct the use of executive powers. Hence, the person who can command the confidence of the lower chamber—usually the leader of the party with the most seats therein—is typically appointed as prime minister. If no party holds a majority, it is customary for the governor general to summon a minority government or coalition government, depending on which the commons will support. The Standing Orders of the House of Commons provide opportunities for recognized opposition parties to respond to ministers’ statements, to propose motions on allotted or opposition days, and to chair certain standing committees.

Although the House voted on the matter, the voting constituted a mere formality. The speaker is assisted by a deputy speaker, who also holds the title of chair of Committees of the Whole. Two other deputies—the deputy chair of Committees of the Whole and the assistant deputy chair of Committees of the Whole—also preside.
